Quantizes domainX to the nearest tickStep and sets this quantized value as the current tick. For example, suppose that:

- tickStep = 3 (in this context, '3' refers to 3 months).
This method would then return APR-1-1985:0hrs:0min, .... @param domainX -The domain value to be quantized @param tickStep - The tick step to which domainX will bequantized
