This measure is supposed to capture a type of "generality" of translators, i.e., an index for how many different automata can be generated by a translator depending on the given genotype.

For a translator T and a genotype g, the measure is defined to be a number k that is calculated as the minimal number of random mutations that have to be made to g such that the translation of the genotype changes. This is, for gi being the genotype after i mutations, it has to hold: T(G) != T(gk) and T(G) = T(Gi) for all i < k. If the genotype does not change for max mutations, k is defined to be max.
