Handler to serve files and resources. Serves files from a given resource URL base and implements the GET, HEAD, DELETE, OPTIONS, PUT, MOVE methods and the IfModifiedSince and IfUnmodifiedSince header fields. A simple memory cache is also provided to reduce file I/O.
